Deputy Chief of Operations – Gilpin Ambulance Authority

Gilpin Ambulance Authority (GAA) is seeking a dedicated, highly skilled, and visionary leader to fill the position of Deputy Chief of Operations. GAA provides critical, high-quality 911 emergency medical transport services to our mountain community to include the city of Black Hawk, Central City and Gilpin County.

 Position Overview

  • Salary Range: $104,469.34 - $136,308.79 annually

  • Directly Oversees: Captains, FTOs, Paramedics, AEMTs, and EMTs

Summary of the Role

The Deputy Chief of Operations serves in a senior leadership position, working in conjunction with the Chief to assist in the day-to-day management and administration of the Authority. You will be responsible for the effective management, safety, and operational readiness of the Authority’s ambulance services, logistics, fleet, and facilities. In the absence of the Chief, you will assume full command authority for both emergency field operations and administrative matters.

 Primary Duties and Responsibilities

  • Operational Management: Oversee daily field operations, manage staffing levels, optimize resource deployment, ensure adherence to response time standards, and directly supervise shift captains.
  • Training & Quality Improvement (QI): Direct the planning, development, and execution of comprehensive training and continuing education programs. Collaborate with the Medical Director on Continuous Quality Improvement (CQI) programs and strict protocol compliance.
  • Logistics & Fleet Readiness: Supervise the procurement, inventory, maintenance, and readiness of all apparatus, facilities, medical equipment, and supplies.
  • Administrative & Financial Support: Assist the Chief in developing and enforcing departmental policies, standard operating guidelines (SOGs), annual budget preparation, expenditure monitoring, and the management of assigned grant projects.
  • Community Leadership: Oversee community-oriented initiatives, including the Gilpin Ambulance C.A.R.E.S. program, and serve as the Authority’s dedicated safety compliance officer.

Mandatory Qualifications and Requirements

To be considered for this position, applicants must meet the following mandatory criteria at the time of application:

  • Experience: Minimum of eight (8) years of active prehospital medical care experience at the Paramedic level in a high-volume 911 transport setting.
  • Leadership: Minimum of five (5) years of professional leadership/supervisory experience in Prehospital Healthcare.
  • Licensure & Certification: Current Colorado Department of Public Health and Environment (CDPHE) Paramedic Certification or Licensure. Must hold and maintain a valid State of Colorado Driver’s License with an acceptable motor vehicle record.
  • FEMA NIMS: Must possess certifications in ICS 100, 200, 700, and 800. Prefer ICS 300 and 400.
  • Education: Bachelor’s degree in a healthcare, business-related discipline, or equivalent professional experience.
  • Legal: Must be legally authorized to work in the United States and must not appear on the CMS exclusion list.

Preferred Qualifications

Candidates holding the following active certifications will be highly competitive:

  • AHA BLS for Healthcare Providers
  • Advanced Cardiac Life Support (ACLS) & Pediatric Advanced Life Support
  • Emergency Pediatric Care (EPC)
  • Prehospital Trauma Life Support (PHTLS) & Advanced Medical Life Support (AMLS)
  • Emergency Vehicle Operator Course (EVOC) Certification
  • Community Paramedic CP-C
  • Tactical Paramedic -TP-C
  • Critical Care Paramedic – CCP-C

Working Environment & Physical Demands

This role combines executive office work with high-intensity emergency scene management. A substantial portion of the position involves sedentary administrative work duties but the candidate must be capable of lifting and carrying heavy objects up to 60 pounds frequently, and above 150 pounds occasionally with assistance. The position requires working under hazardous conditions, exposure to extreme temperatures, and potentially contaminated environments requiring proper personal protective equipment (PPE).
